USPCA Region 12 Patrol Case of the 2nd Quarter 2007

 

Officer Mike Ploumen and K-9 Falco of the Brooklyn Park Police Dept.

  

On 04-27-07 at 0325 hours Officer Ploumen was requested to respond to a report of a stabbing in the 5900 block of DuPont Ave. N.  Officer Ploumen was advised a victim was severely injured and the unknown suspect had fled on foot in a southeasterly direction.  The suspect was last seen running away with a knife still in his hand. 

 

Officer Ploumen brought his K-9 Falco to where the suspect was last seen while other Officers began setting up a perimeter.  Falco alerted to a track in a southeast direction.  Falco tracked approximately 6 blocks, crossing several roads and through several alley ways.  Falco began air scenting and Officer Ploumen believed the suspect was near.  Falco located and apprehended the suspect hiding behind a garage in the 5500 block of Aldrich Ave. The suspect was positively identified and was charged with 2nd Degree Assault.      

  

 

USPCA Region 12 Narcotics Case of the 2nd quarter 2007

 

Officer John Jorgensen and K-9 Major of the Roseville Police Dept.

 

On 06-20-07 at approximately 0415 hours, Officer Jorgensen stopped a vehicle for several moving violations and an equipment violation.  The stop was made on Interstate 35E and Larpenteur Ave.  While speaking to the driver, Officer Jorgensen could smell an odor consistent with burnt Marijuana coming from the interior of the vehicle.  The driver was extremely nervous and was evasive in answering questions.  Officer Jorgensen was able to find inconsistencies in the driver’s story relating to his “visit” to Minnesota from Illinois.  Officer Jorgensen was able to observe other indicators of possible narcotics activity with the vehicle and driver. 

 

Officer Jorgensen removed the driver from the vehicle and had his K-9 partner “Major” sniff the vehicle.  As Major approached the vehicle, he pulled Officer Jorgensen toward the rear of the vehicle.  K-9 Major showed a change in behavior as he sniffed the driver’s side rear door.  K-9 Major began biting and scratching at the rear door seam on the driver’s side.  K-9 Major then positioned himself underneath the left rear quarter panel and began inhaling and exhaling loudly.  Major moved to the rear of the vehicle and began sniffing along the trunk seam between the left tail light and trunk.  K-9 Major then began scratching at the same location indicating the presence of an odor of a narcotic. 

 

Officer Jorgensen allowed K-9 Major access to the interior of the vehicle.  Once inside, Major immediately jumped into the rear seat and began biting the back seat where it meets the rear window deck. 

 

Officer Jorgensen returned K-9 Major to his squad and checked the trunk of the vehicle.  Inside the trunk was a cardboard box for an air conditioner.  The box had been resealed and taped with a large amount of packaging tape.  The interior of the box contained 6 bundles of Marijuana totaling 55.96 lbs.  The Marijuana was vacuum sealed and coated with baby powder in an attempt to conceal its odor. 

 

The driver was arrested and subsequently charged with Possession of a Controlled Substance with the Intent to Distribute (2nd Degree).  Case is pending.
